Section 6.2.8 candidate for removal

I believe section 6.2.8 just restates the conditions for making an additional request as described in 6.2.6. If this is the case I think we can just remove the section.

If there is a compelling reason to keep 6.2.8 we need to 1) In describing the <meta> element, use consistent description. 6.2.8 uses <head> element, 6.2.6 uses <meta>. 2) We need shorter sentences with less redundancy.

Extensive rewrite done.
